License To Perform High Risk Work

Excerpt from WorkCover - Pressure Equipment Licences

A Registered Training Organisation (RTO) must assess your training, skills and knowledge using the relevant ‘assessment instrument’ under realistic conditions before you can apply for a national License to Perform High Risk Work to operate the types of pressure equipment listed below:

Basic Boiler Operation (BB)

Covers the operation or use of any boiler whose operation relies on:

  • Single fixed combustion air supply
  • Non modulating single heat source
  • Fixed firing rate

Intermediate Boiler Operation (BI)

Covers the operation of basic boilers together with the operation or use of any other boiler whose operation relies on:

  • Modulating combustion air supply
  • Modulating heat source
  • Superheaters
  • Economisers

Advanced Boiler Operation (BA)

Covers advanced boiler operation, consisting of intermediate boiler operation together with the operation or use of any other boiler whose operation relies on multi fuel types that may be fired simultaneously. This does not include boilers that change fuel type during start sequence. A boiler that relies on multiple fuel types means a boiler that is fired using at least two of the following fuel types:

  • Gas
  • Liquid fuel, including oil and diesel fuel
  • Solid fuel, including coal (including pulverised coal), briquette, coke, wood (including wood chips) or any other type of solid fuel

Adept has been providing a Boiler Attendant Course to the industry as the need has arisen for the past seven years. On September 1st 2009 it become essential for Adept to become a Registered Training Organisation (RTO) to be able to continue to serve the industry as a provider for this course. Adept has the required expertise and believes that it is well positioned to be a leader within Australia in the delivery of this course.

Pressure equipment has been identified by OH&S authorities and industry as ‘high risk plant and equipment’ that requires training and assessment options to ensure operators are able to operate in a safe manner. Accordingly the course 30498QLD Course in Operating Pressure Equipment has been developed to meet the minimum licensing/regulatory requirements.

A key aspect of this course is that the achievement of competency in the identified unit of competency will address requirements of OHS licensing and/or regulatory authorities and workplace requirements.

AS2593 - 2004, Boilers - Safety Management and Supervision System incorporating Amendment No.1, is the applicable Australian Standard pertinent to this Course. This standard identifies the three categories of boiler operation. These are:

  1. Unattended Operation: This must be attended by a ‘trained person’ at 24 hour intervals.
  2. Limited Attendance Operation: This must be attended by an ‘accredited boiler attendant’ at 4-12 hour intervals (depending on type of boiler). 
  3. Attended Operation: This must be attended by an ‘accredited boiler attendant’ that is able to safely identify and correct a potentially dangerous situation before it occurs.

Adept Inspections & Training Pty Ltd is a fully accredited Type A Inspection Body to AS/NZS ISO/IEC 17020. Adepts’ Scope of Accreditation includes the accreditation to inspect the full scope of Pressure Equipment as detailed in Table 4.1 of AS/NZS 3788 – In-Service Inspection of Pressure Equipment.

Our whole business is about keeping the community safe with regards to the inspection, operation and maintenance of pressure equipment. Therefore, all Adept personnel, including Trainers and Assessors, hold a major interest and commitment in supporting quality training and assessment outcomes in this Operating of Pressure Equipment Course. The Adept Trainers will always be Senior Inspectors of Pressure Equipment and are well aware of the identified risks of the operation of high risk plant. This will help to ensure that the learning and assessment strategies will reflect the level of identified risk. The Trainers and Assessors will hold all the necessary qualifications as required by AQTF standards.
